Unbundling
We define unbundling as the separation of digital resources from services in the provision of cloud services by vertically integrated cloud service providers. We view unbundling as a necessary process to ensure fair and open competition on both the supply and demand sides of the digital power market.
In most cases, including Europe, energy market liberalization was accompanied by unbundling, which distinguished generation, transmission, and distribution/retail in the energy sector. We consider digital power to share many characteristics with electricity, such as being a public good, and therefore believe unbundling is equally appropriate.
