Methodology for Regional Digital Ecosystem Assessment

Based on our experience analyzing the digital ecosystems in Middle Franconia and Limburg, we have developed a standardized methodology for consistent regional assessment that combines policy analysis with market evaluation:

1. Regional Classification

We use the NUTS classification (Nomenclature of Territorial Units for Statistics) developed by the European Union to define regional boundaries for consistent comparative analysis.

2. Provider Assessment

We evaluate digital ecosystem providers headquartered in the region across eight business categories:

  • Data Center Providers

  • Internet Service Providers

  • IT Infrastructure Providers

  • Cloud Infrastructure Providers

  • Managed Service Providers

  • Cloud Service Providers

  • Hosting Providers

  • Digital Service Providers

3. Evaluation Process

Policy Dimension

We conduct a comprehensive review of regional and local policies, strategies, and visions related to digitalization, digital infrastructure, sustainability, circularity, energy transition, and regional economic development to identify alignment with market practices.

Market Dimension

Each provider is assessed on four critical dimensions:

  • Environmental Impact Reporting: Do providers publish comprehensive and regular environmental performance data?

  • Value-Based Procurement: Do they maintain and publicly share procurement criteria that prioritize sustainable, transparent, or local sourcing?

  • Sustainability Strategy: Have they established and published comprehensive sustainability strategies with measurable goals and defined timelines?

  • Local Impact Creation: Do they actively contribute to the regional economy through employment, skills development, and community engagement?

Gap Analysis

We identify disconnects between policy ambitions and market realities, highlighting opportunities for improvement in regional digital ecosystem development.

4. Regional KPI Dashboard

We establish key performance indicators to quantify the current state of the regional digital ecosystem and enable future progress tracking.
